LAS CRUCES, N.M. — Kimberly Ann Skaggs, who has served as Treasurer of the Republican Party of New Mexico and as a key supporter and administration leadership partner of RPNM Chairwoman Amy Barela, has been charged with two felonies after allegedly leaving the scene of a fatal hit-and-run crash that killed a bicyclist in the Fairacres area of Las Cruces on June 22, 2026
Political Context and Party Response
Skaggs had served as Treasurer of the Republican Party of New Mexico and was a visible supporter and leadership partner in the administration of RPNM Chairwoman Amy Barela, appearing with her at national events and holding key roles during Barela’s tenure.
In an update reported by KVIA, the New Mexico GOP has now distanced itself from Skaggs. The party stated:

The statement marks a rapid shift from the party’s initial silence on the charges against its sitting treasurer.
Skaggs, 54, faces:
• Count 1: Knowingly Leaving the Scene of an Accident (Great Bodily Harm or Death) — third-degree felony (NMSA 1978 §66-7-201(A), (C))
• Count 2: Tampering with Evidence — fourth-degree felony (NMSA 1978 §30-22-5(A), (B))
The charges were filed June 24, 2026, in Doña Ana Magistrate Court (Case #2026-00028962). Probable cause was found. Skaggs was booked into the Doña Ana County Detention Center the same day.

Details Emerge in Court Documents
Newly released court documents — including a detailed Statement of Facts sworn by veteran Doña Ana County Sheriff’s Office Traffic Deputy Fabian Fernandez — provide significantly more granular information than initial news reports. The documents describe an extensive investigation involving witness photography, Flock camera data, OnStar GPS tracking, prior citation history, and physical evidence recovered from the suspect vehicle.
According to the sworn statement:
• The crash occurred near 850 N. Fairacres Road when a northbound vehicle struck Brown as he crossed the roadway on his bicycle.
• Brown was pronounced dead at the scene at approximately 4:14 p.m. by the Office of the Medical Investigator.
• A witness, Marina Enriquez, observed a woman with dark blonde shoulder-length hair leave the scene in a black Cadillac Escalade and photographed the vehicle (New Mexico “Support the Troops” plate, possible ending digits “54”).
• Investigators documented ~208 feet of skid marks and vehicle debris at the scene, including GM-embossed plastic pieces consistent with a Cadillac Escalade.
• A Flock camera captured a matching vehicle on Picacho Avenue minutes before the crash response.
• A prior Las Cruces Police Department citation from September 2025 for Racing/Exhibition Driving was linked to the same plate (US0954) and driver — Kimberly Ann Skaggs.
• OnStar GPS and county assessor records led investigators to 5033 Northwind Road, Las Cruces — property owned by Skaggs.
• A search warrant executed June 23 located the black Escalade on the property. Fresh tire tracks led directly to it. The vehicle showed front-end damage, blood splatter near the right front wheel well, bicycle tire tread marks on the bumper, missing bumper pieces matching scene debris, and a flat tire with “fix-a-flat” residue.
The tampering charge centers on allegations that Skaggs hid or concealed the vehicle on the property after the crash with intent to avoid detection.

Presumption of Innocence
Skaggs is presumed innocent. The allegations in the charging documents have not been proven in court. She retains all constitutional rights, including the right to counsel and a fair trial. No arraignment or further hearing dates were listed in the documents reviewed.
