Alamogordo City Commission Hears Proposal for New 252-Unit Sacramento Springs Apartment Complex

Alamogordo, NM — A Las Cruces-based developer presented plans for a new multifamily apartment community called Sacramento Springs during the recent Alamogordo City Commission meeting, offering a significant boost to local housing options for working families and Holloman Air Force Base personnel.

Troy Mitchell of Envision Development and Construction addressed the commission, describing the project as “a really cool opportunity for the community.” The proposed complex would total 252 units on a parcel behind the Holiday Inn Express off Hamilton Road, just east of the overpass. The location offers convenient access to area restaurants, U.S. Highway 70, and the base.

Mitchell emphasized attainable rental rates tailored to the local market. One-bedroom, one-bath units (approximately 685 square feet) would rent for around $1,200 per month, while the majority two-bedroom, two-bath units (1,050 square feet) would range from $1,500 to $1,600 per month. No three-bedroom units are planned for Phase 1, though future phases could adjust based on market demand.

Project Features and Phasing

Phase 1 calls for approximately 72 units and will include a pool, clubhouse, and outdoor amenity spaces within a secure, gated community. Subsequent phases of roughly 90 units each would follow as occupancy reaches 80-90% lease-up. The developer aims for an aggressive timeline: conceptual site planning is underway, with design and engineering expected within 45 days, groundbreaking targeted for September 2026, and full turnover projected for October 2027.

The proposal highlights higher-end interior finishes modeled after the company’s recent successful projects, including stainless steel appliances, granite countertops, fully plywood cabinet boxes, and luxury vinyl tile (LVT) flooring. “Our goal is to really give these tenants a place that they can call home,” Mitchell said.

Mitchell requested placement on a future commission agenda as an action item for a seven-year property tax abatement (MRA) to help offset elevated construction costs. The site lies in a flood zone — common in Alamogordo — requiring significant dirt import and soil work. Higher interest rates and the absence of state or federal financing further challenge project economics, he noted.

Similar incentives were previously granted for projects like Patriot Point and Cindero (Sendero). Mitchell indicated he has already begun discussions with Otero County for parallel approval.

Commissioners and staff engaged in questions about unit sizes, the exact nature of the tax relief process, and next steps. Mitchell expressed willingness to provide additional materials through city staff and welcomed feedback.
