Tularosa Village Council Approves Budgets, Appointments, and Community Programs

TULAROSA — At their first regular meeting of the year on January 17, 2026, the Tularosa Village Council approved a series of resolutions covering budgets, appointments, and community improvement programs. The council reaffirmed compliance with the New Mexico Open Meetings Act, outlining the schedule for regular and special meetings and emphasizing transparency in public decision-making.

Council members voted unanimously to approve budget amendments adding funds to multiple departments, including the library, animal control, fire protection, and public works. The adjustments included a $125,000 allocation for the village-led initiative aimed at promoting community beautification, proper trash disposal, and youth involvement in environmental programs. Officials noted the program would fund equipment and activities such as a new glass crusher at the local museum building, as well as the installation of cameras to monitor illegal dumping.

Several key appointments were also finalized. Mayor Debbie Cooksey confirmed Rebecca Bryan as village clerk, Geraldine Martinez as police chief, and Nan Winters as village attorney. Additional appointments included part-time staff for the library and senior center. Council members also approved an independent contractor agreement with White Sands Drug and Alcohol Compliance to oversee random testing of safety-sensitive positions.

Council members discussed ongoing infrastructure projects, including a resolution to extend the timeline for pavement rehabilitation on Chris Drive, Darby Lane, and Lucille Lane through June 2027. The council emphasized the importance of completing these projects while maintaining fiscal responsibility and community safety.

Finally, village officials highlighted upcoming community events and programs designed to engage residents. These include youth recycling projects, spring cleaning efforts, and potential Earth Day activities. Mayor Cooksey and village staff stressed the council’s commitment to fostering civic engagement and maintaining a clean, safe, and welcoming community for all residents.
