rather like the present situation in the house of representatives in washington, this will usher in a local situation where there will be a swing voter who will determine the outcome of any contested motion. it remains to be seen with which voting block commissioner hernandez aligns himself.

well written, and a valid perspective - a very clear choice between old and new management philosophies - we can hope the commissioners choose wisely.
