Alamogordo Police Department and the Otero County Sheriff’s Department Partner for Public Safety

The Alamogordo Police Department (APD) announced today that the Otero County Sheriff’s Office (OCSO) has officially joined APD in a county-wide partnership with Flock Safety, a leading public safety technology company specializing in license plate recognition and real-time investigative tools.

This expanded collaboration represents a major step forward in enhancing public safety, strengthening investigative capabilities, and improving operational efficiency across Otero County.

Shared Technology, Shared Mission

Through the partnership, APD and OCSO will share access to a growing network of Flock Safety cameras, including license plate readers (LPRs) and live-view systems strategically located throughout Alamogordo and greater Otero County. This cooperative approach ensures both agencies can access real-time information, enabling faster response times, more effective investigations, and improved coordination between local law enforcement partners.

The ability to share our technology with the Otero County Sheriff’s Office serves as a true force multiplier,” said APD Chief David Kunihiro. “Criminals don’t respect jurisdictional boundaries. This collaboration strengthens our collective ability to protect the communities we serve.”

Technology with Accountability

Flock Safety technology equips law enforcement with powerful tools to:

• Identify vehicles linked to criminal activity

• Assist in locating missing persons

• Generate investigative leads with greater speed and accuracy

Importantly, the system operates under strict compliance with privacy requirements and data-retention policies, ensuring accountability alongside effectiveness.

Building Safer Communities


A New Mexico legislative briefing highlighted Flock’s role in solving crimes and locating missing children, while emphasizing privacy safeguards such as 30-day automatic data deletion, no facial recognition, and agency-owned data.

This shows how the state legislative leaders frame Flock as both a “force multiplier” and a system built with transparency in mind. 

The city of Alamogordo and Otero County’s partnership is part of a larger national experiment with surveillance technology that is ever evolving.

Both the Alamogordo Police Department and the Otero County Sheriff’s Office emphasized that the partnership will significantly enhance their ability to proactively address crime, strengthen interagency cooperation, and create safer neighborhoods across the region.

With Public Safety as a concern that was voiced repeatedly in the most recent municipal elections, this is a positive step forward in partnership between city staff and county staff to improve public safety.
