ALAMOGORDO, N.M. — The Alamogordo City Commission is set to convene its regular meeting Tuesday, May 12, 2026, at 6:30 p.m. at City Hall. The agenda features community presentations, multiple consent items, new ordinances, LEDA funding discussion, board appointments, and another closed executive session on the hiring of a new City Manager.
The meeting will open with the Call to Order and Roll Call, Invocation and Pledge of Allegiance, and Approval of the Agenda.
Presentations
1. Proposal for an Urban Air-type facility presented by Chaparral Middle School Leadership students and teacher Grant Messer.
2. Animal Control facility presentation and update by Animal Control Manager Dwain Martinez and APD Lieutenant David McColley.
Public Comment
Residents wishing to speak must sign up with the City Clerk. The standard allotted time is three minutes per speaker, subject to the Mayor’s discretion based on the number of commenters.

3. Approval of the minutes for the Regular Commission Meeting on April 28, 2026 (Rachel Hughs, City Clerk).
4. Resolution 2026-12 increasing the Animal Control Fees (Dwain Martinez, Animal Control Manager and David McColley, APD Lieutenant).
5. Resolution 2026-13 designating the City Clerk as the Custodian of Records and the method of destruction of City records as witnessed shredding (Rachel Hughs, City Clerk).
6. Resolution 2026-14 supporting the City’s commitment to advancing toward a No-Kill Animal Shelter (Dwain Martinez, Animal Control Manager).
7. Approval of Change Order 1, in the amount of $80,135.50 (excluding NMGRT), to National Construction for changes in the State’s wage rates and Sidewalk Addition (Joseph Samora, Project Manager).
New Business
8. Ordinance 1724 for first publication — an ordinance repealing Chapter 22, Subdivision Requirements, of the Code of Ordinances of the City of Alamogordo and adopting updated Subdivision Regulations in Chapter 20, Land Development Code (Liz Treat, Planner; Bohannan Huston; and Shelley Dowhanik-Baron, Community Development Director).
9. Ordinance 1725 for first publication authorizing the execution and delivery of a loan and subsidy agreement in the total amount of $3,083,455 between the City of Alamogordo and New Mexico Finance Authority (Evelyn Huff, Finance Director).
10. Discussion and direction regarding the final allocation of remaining LEDA Funding (Stephanie Hernandez, Acting City Manager).
11. Appointments to Boards and Committees (Sharon McDonald, Mayor).
Executive Session (Roll Call Vote Required)
12. Motion to Recess into Executive Closed Session pursuant to NMSA 1978, § 10-15-1(H)(2) for the purpose of discussing limited personnel matters (hiring of the City Manager).
The commission will then reconvene into open session, read any statements related to the Executive Closed Session, and take any action, if any, resulting from the closed session before adjournment.

This meeting continues the commission’s work on infrastructure, animal services, land development updates, economic development funding, and filling the permanent City Manager position. Residents are encouraged to attend or monitor for updates following the session.
