Alamogordo, NM – March 7, 2026 – The Otero County Commission is scheduled to convene for its regular meeting on Thursday, March 12, 2026, at 9:00 AM in the Commission Chambers at the Administration Building, 1101 New York Avenue, Alamogordo. The agenda features a mix of public hearings, consent items, citizen communications, and new business matters, including the anticipated discussion and potential approval of a Memorandum of Understanding (MOU) for regional behavioral health initiatives.
The meeting will open with a public hearing at 9:05 AM on the discussion, public comment, and consideration of expenditures against SRS Title III funds.
Following this, the commission will address a comprehensive Consent Agenda (CA), which includes:
• Approval of various accounts payable bills lists (BL#31, BL#31A, BL#32, BL#33, BL#34, and BL#34A).
• Approval of minutes from the February 10, 2026, regular meeting and February 26, 2026, special meeting.
• Approval of healthcare assistance claims and disposition claims for March 2026.

• The MOU between Lincoln County, Otero County, and the Mescalero-Apache Tribe to establish a cooperative framework for behavioral health programs under the Behavioral Health Reform and Investment Act.
• A professional service agreement with Erin Atkins for prosecuting county code enforcement cases.
• Submission of annual PERA reports for volunteer firefighters.
• Changing one full-time classified position into two part-time positions at the same hourly rate of $23.92.
Scheduled citizen communications will feature Mitch Hibbard from PVT presenting on current projects in Otero County.
Unscheduled citizen communications will be limited to 3 minutes per speaker, focusing on county business that cannot wait until the next meeting, though no decisions will be made on these items.
Under New Business, the agenda includes:
• Presentation and acceptance of the FY2025 Financial Audit.
• Disposition of personal property and fixed assets via Govdeals.com.
• Authorization for the County Attorney to pursue Geothermal Energy Development Partnerships and federal funding opportunities.
• Confirmation of a public hearing date (March 25, 2026) for adopting Ordinance No. 26-01 (Junked Vehicle Ordinance), with discussion on proposed amendments to penalties, exemptions, and procedures.
• Confirmation of a public hearing date (March 25, 2026) for Ordinance No. 26-02 (Renewable Energy Facility Ordinance), with discussion on the proposed ordinance.
• Authorization for the County Attorney to transmit a draft MOA to the Lincoln County Attorney for review and negotiation, and to allow the Alamogordo Chamber of Commerce to coordinate with Lincoln County and Ruidoso Chambers on a regional initiative.
• Authorization for the County Attorney to conduct a preliminary feasibility assessment and stakeholder outreach for data center and advanced energy development.
