Alamogordo, NM — The Alamogordo City Commission is set to hold its regular meeting on Tuesday, January 27, 2026, at 6:30 p.m. in the Donald E. Carroll Commission Chambers at City Hall, 1376 E. Ninth Street. The session comes amid ongoing community interest in leadership transitions, economic development, and infrastructure priorities following recent changes in city administration and post-election dynamics.

The meeting will open with standard procedural items, including roll call to confirm a quorum, invocation and Pledge of Allegiance, approval of the agenda, and public comment. Residents wishing to address the commission must sign up with the City Clerk in advance; the standard speaking time is 3 minutes, though the Mayor may adjust based on the number of speakers.

The commission will recite its mission statement, adopted in 1995, reaffirming its commitment to providing high-quality services with honesty, integrity, compassion, fairness, and excellence while prioritizing long-term financial stability and responsible growth.

City Manager's report and remarks/inquiries from commissioners will follow, offering updates on ongoing operations and opportunities for dialogue.

The consent agenda includes routine approvals requiring a roll call vote:

  • Minutes from the January 13 regular meeting and January 20 special meeting.
  • Statements from executive closed sessions on those dates.
  • Resolution 2026-04 designating the Administrative Manager as Custodian of Records for the Alamogordo Police Department, with destruction via bonded vendor shredding.
  • Resolution 2026-05 seeking state approval for revised budget figures as of January 27, 2026.

Any item may be pulled for separate discussion if requested.

New business features several substantive items:

  • Discussion and direction on establishing a Metropolitan Redevelopment Area (MRA) for Sendora Apartments and surrounding properties, presented by City Attorney Darrell Mori. This could enable targeted revitalization efforts in the area.
  • First publication of Ordinance 1721, amending city code to rededicate local economic development tax and fund balances toward construction, operations, and maintenance of a municipal natatorium (indoor swimming facility), introduced by Acting City Manager Stephanie Hernandez.
  • Discussion and direction on a vehicle replacement program, led by Finance Director Evelyn Huff and Lacy Baron of Enterprise Fleet Management.

A work session will cover risk management and process overview by Clinton Nicley of NMSIF.

The commission will then consider entering executive closed session (via roll call vote) under NMSA 10-15-1(H)(7) for pending litigation (all current cases) and (H)(2) for limited personnel matters related to the City Manager position. Discussion is sure to center around recent news coverage and insight the media has into the city managers selection process. Accusations have been thown at certain members of the commission based upon recent media coverage of the city managers office. We call for greater transparency on executive session dialogue. Note that former elected representatives are under no gag orders concerning any act during their tenure in office and may on occasion provide insight into media inquiries supplementing public information requests.

The meeting will adjourn upon completion of business.

Public participation is encouraged, with livestreams, recordings, agendas, and minutes available via the city's CivicClerk portal (alamogordonm.portal.civicclerk.com) and YouTube for transparency. For accommodations, contact the City Clerk’s Office at 575-439-4100 at least 24-48 hours in advance.

This meeting arrives at a pivotal moment for Alamogordo, as discussions on redevelopment zones, potential new facilities like a natatorium, budget adjustments, and the ongoing city manager search continue to shape the city's future. Residents are advised to review the full agenda on the CivicClerk site or city bulletin boards (posted by 5:00 p.m. the prior Friday) for any last-minute additions or changes.
