Canceling of White Sands Balloon Festival?

The Alamogordo City Council has canceled the 2001 White Sands Balloon Festival because of new concerns re COVID-19. While I'm all for mandates to address the virus, it seems strange to me that they didn't decide instead to require masks at the festival. Wearing masks at an outdoor event would cause the event to be much safer than eating in an indoors restaurant for an hour or two, unmasked. I think people just want consistency, at least? Then there's the huge revenue loss to the town to consider ....
