Alamogordo, NM – Jeffery Christopher Saint Louis, the El Paso man convicted in Otero County for the 2023 high-speed crash that killed Roger Wiley — son of Cloudcroft Mayor Dusty Wiley and Vicky Wiley — has now been sentenced in federal court to nearly 22 years in prison.

According to the U.S. Attorney’s Office for the District of New Mexico, Saint Louis was sentenced on April 24, 2026, after pleading guilty to federal charges of possession with intent to distribute methamphetamine and high-speed flight from an immigration checkpoint.

Expanded Details of the November 8, 2023 Crash

On November 8, 2023, 29-year-old Jeffery Christopher Saint Louis approached a U.S. Border Patrol checkpoint on U.S. Highway 54. After being referred to secondary inspection, he suddenly fled at high speed, reaching over 100 mph (with reports of up to 120 mph during the chase). He swerved between vehicles, crossed into oncoming traffic on the wrong side of the road, and continued north toward Alamogordo. Border Patrol pursued but backed off when the pursuit became too dangerous.

Saint Louis then entered Alamogordo city limits and drove northbound in the southbound lane of the Charlie Lee Memorial Relief Route (near the bypass south of the U.S. 54/70 intersection) at approximately 70 mph. Around 12:30 p.m., he struck motorcyclist Roger Thomas Wiley head-on. Wiley was killed instantly at the scene; witnesses described his leg being amputated in the impact. Vehicle data recovered from Saint Louis’s car showed he was traveling about 71 mph at the moment of collision with no brakes applied. His vehicle then veered off the road into nearby brush, where he was immediately detained.

A search of the vehicle (pursuant to a warrant) uncovered approximately 9.9 kilograms of pure methamphetamine (local reports cited roughly 11.3 kilograms / 25 pounds, valued at about $1.2 million) concealed in the trunk. Saint Louis later admitted he knew the narcotics were in the vehicle, that he intended to distribute them, and that he fled the checkpoint specifically because of the drugs. He also told investigators he had been paid to smuggle the load across the checkpoint.

Roger Wiley, who had been adopted as a toddler by the Wiley family and moved to Cloudcroft during his sophomore year of high school, was working at Vision Ford in Alamogordo at the time of his death. He had a passion for mechanics and dreamed of mastering every make and model of vehicle. Vicky Wiley, who works in law enforcement, recalled meeting Roger at the police station as a child and feeling “it was meant to be.” She described him as funny, brilliant, stubborn, sensitive, and loving — a hardworking young man with big plans and a kind heart who had overcome a difficult early life. Dusty Wiley shared that he last spoke with his son on November 7, 2023, the day Roger voted in the election. “No parent expects to outlive their child,” Dusty said, “and there are no words strong enough to describe that kind of pain. Roger was my son. I love him. I miss him. And he cannot be replaced.”

State Court Proceedings

A grand jury indicted Saint Louis on November 21, 2023, on state charges including homicide by vehicle, aggravated fleeing a law enforcement officer, leaving the scene of an accident, reckless driving, and no driver’s license. He remained held without bond due to the ongoing federal drug-trafficking investigation. Following a five-day jury trial in Otero County District Court before Judge Angie K. Schneider, Saint Louis was convicted on December 5, 2025, of Felony Murder, Homicide by Vehicle, Aggravated Fleeing a Law Enforcement Officer, Reckless Driving, and No Driver’s License.

Federal Sentence

Saint Louis received a sentence of nearly 22 years in federal prison with no possibility of parole, followed by five years of supervised release upon his release.
