Tularosa, NM — The Tularosa Planning and Zoning Commission held a special meeting on Monday, April 20, 2026, at 5:30 PM at Village Hall, 609 Saint Francis Drive. With all commissioners present — Helton, Johnson, Yeates, Dubois, and Kim Skaggs — the board established a quorum and moved efficiently through its agenda.
Administrative Items
The commission unanimously approved the minutes from the March 24 and April 14 meetings with no changes or opposition.
New Business
Building Permit 2026 BP 008 – Village of Tularosa
The Village applied to construct a facility to house a glass recycling machine. The original application had been rejected for missing setback information. The revised submission included clear setback details and an understandable site map. Commissioners confirmed the equipment is a glass recycling machine, not gasoline-powered machinery. The application fee was paid, and both old and new forms were submitted.
The commission voted unanimously to approve the permit.
Building Permits 2026 BP 009 and 2026 BP 010 – William and Deborah Lewis
Located at 6005 West Third Street, the applicants originally planned an RV park but have shifted to developing single-family trailer homes, each to be permitted individually. The property was previously rezoned through the county, but the village approval process was required for utility connections.
Five residents currently live on the property, with two additional mobile homes planned. Water, sewer, and electrical lines have already been installed. The applicants will upgrade water meters from residential to commercial classification and have agreed to pay the applicable commercial tap fees when the taps are installed.
Commissioners stressed the importance of compliance with Village Code 283 regarding RV regulations and expressed the need for ongoing monitoring to protect community safety. A key concern raised was the installation of proper backflow prevention devices to avoid potential water contamination. Helton will conduct a follow-up inspection to verify compliance.
The commission unanimously approved both permits with the condition of continued oversight and verification of backflow prevention.
Additional Updates
Commissioners noted that the Cody Jones subdivision on Derbyshire has been completed, with plans signed off by both the village and the developer. The board also discussed the importance of remaining observant regarding ongoing construction and permits in the village, including a large new home permitted last year near Judge Prelo’s residence.
The meeting adjourned after all business was completed.

my question regarding this article: after originally filing as a democrat, then withdrawing from that candidacy, to file a second time as an independent; did this experienced politician not read and understand the rules? this gives every appearance of a desperate attempt to resurrect a campaign that is floundering

i have no knowledge of the drafting of those rules, so i cannot answer your question - i am simply puzzled that someone with his political background would not recognize the statutory requirements from the beginning.

I'm curious why this has not been sent to our Attorney General office, since they are the office responsible for enforcing open meeting laws. This happened in Las Cruces awhile back, and AG filed
a useful reminder that although good government is not cheap, bad government always costs more in the long run.

and do not overlook the fact that republicans voted against senate bill 16 - it was filed by, supported by, and passed by democrats in our legislature - for the non-partisan purpose of protecting our democracy.

Agree about the importance of this current voting session. As an Independent I did consider it an opportunity not to be missed. I do believe my vote counts in NM, and I always vote my conscience, and I have some hopes for some of the close runoffs.
