Alamogordo, NM — Alamogordo’s apartment and housing expansion is moving forward, but Tuesday night’s City Commission meeting revealed just how complex redevelopment can be. Commissioners dug into the details of the Metropolitan Redevelopment Area (MRA) designation tied to the Patriot Point project, fine-tuning both the scope and breadth of the redevelopment zone and the respective roles of city and county government.
The proposed 114-unit townhome complex, backed by a $21 million federal HUD guarentee once the loan is issued, is intended to ease Alamogordo’s decades-long housing shortage. But the developer’s request for a seven-year tax abatement has sparked discussion and discovery over the rules around MRA designations and the role of the city and the county.
Commissioners agreed to streamline the MRA designation so that it applies only to the Patriot Point property, rather than a broader district.
Mayor Susan Payne stressed the importance of city leadership, questioning why Otero County was involved after a consultant clarified that MRAs and the role the city can play.
Mayor-elect Sharon McDonald called for collaboration with the Sacramento Mountain Foundation to help craft a long-term redevelopment blueprint, ensuring future MRA activities are guided by clear goals and vision.
To prevent delays, the Commission requeted a modification to the resolution’s timetable, requiring the developer to break ground by December 31st, 2026. This condition was added to ensure the project does not stall and that promised housing relief arrives on schedule.

The decision will shape not only the future of Patriot Point but also set a precedent in how the city balances housing growth with fiscal responsibility in redevelopment projects for the future.
