Finance Authority Report Shows Strong Cash Position as FY2026 Reaches Midpoint

The City of Alamogordo’s Commission met on July 30 to officially approve Resolution 2026-28, ratifying the city’s financial position through the end of the second quarter of fiscal year 2026. The action marks the required regulatory approval of financial figures as of June 30, 2026.

According to the Finance Authority Quarterly Report presented by Finance Director Evelyn Huff, the city maintains a robust financial position with combined cash and investments totaling $109.8 million.

Strong Revenue Collections

The first half of the fiscal year has generated encouraging financial results. The city collected $98.5 million in revenues against expenditures of $86.5 million, contributing to a year-to-date surplus position.

“These numbers demonstrate solid financial management and revenue collection efforts across all city departments,” Huff noted in the report.

• Beginning Cash Balance: $7.48 million

• Revenues (YTD): $98.47 million

• Expenditures (YTD): $86.46 million

• Investments: $90.62 million

• Ending Cash Plus Investments: $109.81 million

The city also processed $26.55 million in inter-fund transfers during the period, reflecting routine operational allocation of resources across municipal departments.

State Compliance and Next Steps

The approval satisfies state regulatory requirements mandating City Commission authorization of quarterly financial reports. Finance Director Huff indicated that the finalized numbers will be uploaded to the state’s Local Government Budget System (LGBMS) prior to the July 31, 2026 deadline.

“This approval ensures our compliance with state requirements and provides transparency to our residents about the city’s financial health,” a city official stated.

The Commission proceeded with the action despite the absence of Commissioners Baxter Patillo and Stephen Burnett. The Mayor McDonald and four additional commissioners were present, establishing the required quorum for official action.

Looking Ahead

With six months of the fiscal year complete, city officials are positioned to conduct year-to-date budget analysis comparing actual revenues and expenditures to budgeted projections. This data will inform final quarter planning and any necessary adjustments to departmental spending as FY2026 concludes.
