Alamogordo Parks and Recreation Advisory Board Reports Busy Year of Improvements and Strategic Planning

The Alamogordo Parks and Recreation Advisory Board has released its annual report for fiscal year 2026, highlighting a productive year marked by governance improvements, major infrastructure initiatives, and increased collaboration with city agencies and schools.

Covering the period from July 1, 2025, through June 30, 2026, the board’s report details significant progress on multiple fronts, including the development of new training standards, oversight of the Alameda Park Zoo transition, and continued monitoring of the planned natatorium facility.

Strengthening Governance and Leadership

The seven-member board, comprised of five members appointed by the Mayor with City Commission approval and two members selected by the Alamogordo Public Schools Board of Education, focused on internal governance improvements this fiscal year.

In July 2025, the board approved updated bylaws to ensure compliance with city ordinances governing member removal and term limits. Later, in April 2026, members adopted a further amendment requiring periodic review of bylaws every three years, with the next comprehensive review scheduled for 2028.

“These changes demonstrate our commitment to maintaining strong governance practices and operational clarity,” the board indicated in its report.

New Training Program Launched

Recognizing the importance of board member education, the Parks and Recreation Advisory Board initiated development of a comprehensive training program designed to prepare members for their advisory responsibilities.

The training plan includes modules on the Open Meetings Act (OMA), ethics, roles and responsibilities, and Robert’s Rules of Order. To support new members, the board established an “onboarding buddy” mentor system pairing experienced board members with newcomers to facilitate a smoother transition into their advisory roles.

The board continued active oversight of several significant city projects during the reporting period.

Natatorium Project Advances

The new aquatic center, a long-awaited addition to Alamogordo’s recreational infrastructure, received focused attention from board members. The board provided critical input on facility design and recommended a Sprung Structure for the new natatorium. Members participated in community naming surveys and regularly monitored funding status and bond progress throughout the year.

Zoo Integration Complete

In a major transition, the Alameda Park Zoo was officially transferred to the Parks & Recreation Department on November 1, 2025. The board closely monitored this integration process to ensure a smooth transition and continued quality of the facility’s operations.

Ongoing Maintenance and Facilities

The board tracked progress on several other key initiatives, including work on the Dudley School Playground renovation, warranty repairs for playground shade structures, and ongoing maintenance of pickleball courts. The board also noted participation in the Goat Grazing Green Initiative trial program, which explores sustainable landscaping solutions.

Strategic Planning and Community Coordination

Looking beyond the current fiscal year, board members advocated for active participation in the upcoming City Comprehensive Plan update. They also discussed strategies to better align board input with the city’s December-July budgeting cycle, aiming to improve coordination between park and recreation planning and the city’s financial planning process.

Board members emphasized the importance of continued coordination with the Alamogordo Public Schools and other governmental agencies to ensure parks and recreation services meet community needs comprehensively.

During the fiscal year, the board held three quarterly meetings—in October 2025, January 2026, and April 2026. The board typically meets quarterly and continues to welcome community input on parks and recreation matters.
