The New Mexico State Police have also issued a release concerning an officer involved shooting in Gallup being investigated by their agency. Per the release on January 22nd, 2025, the New Mexico State Police Investigations Bureau was requested by the Gallup Police Department to investigate an officer-involved shooting (OIS) involving Gallup Police officers.
State Police agents learned that at approximately 2:10 p.m., Gallup Police Department officers were called to the area of Zecca Drive and Mark Avenue for multiple reports of a male shooting a gun and pointing it at himself.
Officers arrived on the scene and encountered 34-year-old Frankie Davis, who was armed with a shotgun. The officers instructed Davis to drop the weapon and tried to de-escalate the situation by using a less lethal weapon. At some point during the exchange, Davis pointed his shotgun at the officers. In response, the officers fired at Davis, striking him at least once.
Officers immediately rendered aid to Davis and called for emergency medical services. Davis was transported to Gallup Indian Medical Center where he later succumbed to his injuries.
New Mexico State Police will not release the names of the officers involved. Contact the Gallup Police Department for information on the officers' names, duty status, and any administrative actions taken. The New Mexico State Police act solely as factfinders in their investigations and conduct an unbiased and impartial investigation.
In officer-involved shootings, NMSP thoroughly documents the scene, collects evidence, and interviews officers, subjects, and witnesses. In turn, the agency compiles facts as detailed as possible and forwards all reports and evidence to the appropriate district attorney for further review.
The New Mexico State Police does not determine whether an officer's actions were justified. This determination rests solely with the district attorney reviewing the investigation.
