the long term drought conditions serve to underline the importance of long-term vision and planning to meet future water needs.

Obviously you have never met nor engaged with the mayor. She works tirelessly full file research, engaging with constituents and legislators at the state and federal level and with policy experts from DC to New Mexico to learn and better serve her constituency.
